Isshu doesn't have any new Eevee evolutions but Eevee is capable of evolving into any of the previous evolutions which includes Glaceon and Leafeon.

Then for leafeon go to eterna forest, you will find mossy rock, level up your eevee around it and your eevee evolve into leafeon; and for glaceon go downside the snow point city to the icy Blizzard, you will find an icy rock rock, level it up and you got glaceon. If you are playing in smartphone then you can only use the cheat of encountering leafeon/glaceon everytime in the wild because trading Pokemon yourself in any DS emulator is almost impossible, even due to the lack of good grass Pokemons I too seriously want leafeon but only cheat can help me for that.

Im not sure where you can see leafeon in the game, but Im sure you probably see it on another trainer. To get leafeon, get an eevee by talking to the guy in the mansion under hearthome city. He will tell you if he saw an eevee or not, catch it there. Then, when you do, train the eevee at any time of day or night, next to the mossy rock in eterna forest. Train it until 1 level HIGHER. Then, it will evolve into LEAFEON. Hope this helped :)
