There are no programs to help you cheat except for ones that help you locate areas, items, bases, etc. Be warned that the use of a popular program called DataStorm has been disallowed when used in multiplayer. These servers can detect them and you will be booted or banned from the server. You can, however, use a program called Freelancer Explorer to view the system, base and faction properties undetected by the game servers, but you can not change anything or it will be detected by the server instantly, resulting in a ban.
Altering any ini files are also detectable by the game servers. This can only be done in single player mode.

There aren't ant cheat CODES because that game have a updated hackshield on the IP blocking any hacks to the game as in campaign or multiplayer.

How can you make the cheat console work in QUAKE 3?
The best way is to activate cheats in the console, is by putting in /sv_cheats 0, this should then make the cheats work. There are any number of cheats and so it is recommended noting them down. What else that might be useful is that it does not allow cheats in multiplayer.
