The answer is: Your rival. The boy whole stole the Pokemon from Professor Elm is watching the Pokemon from a window at the left of the lab. When you first meet him he pushes you away and tells you to get lost. Then, after you get your Pokemon and revisiting professor elm with the egg you got from Mr. Pokemon; you fight your rival with the elemental opposite of your starter. So if you choose cyndaquil he'll have totodile. As far as fighting a typhlosion, eventually his Pokemon will evolve. OR you can go to the Trainer House in Viridian City and fight Pkmn Trainer Cal. He has all three starters.
ALSO whether you are Ethan or Lyra they both have the same Pokemon if you don't choose either one of them: Marill.
No, actually, that's not right either.
Your rival will choose an elemental opposite, but he picks the one with an advantage against yours. If you picked Totodile, he would pick Chikorita, which would eventually evolve to Meganium. Totodile is a water type, Chikorita is a grass type. And unless I'm very much mistaken in the basics of Pokemon type advantages, last time I checked, Water is weak against Grass. If you want your rival to have Typhlosion, you would need to pick Chikorita yourself. (And if you pick Cyndaquil, the rival would have Totodile.)
As for any other Trainers, the only one I know is the one mentioned earlier, with all three starters. Ethan and Lyra will only have, as also correctly mentioned, a Marill.

If you start out with totodile as a starter then he can learn waterfall or you could wait till you go to the lake of rage and catch red gyrados and teach him waterfall and if you start out with cyndaquil then when he evolves into quilava or typhlosion then he can learn rock climb. hope this helps from nick oaks

It depends what Pokemon game you have like if you have platinum, pearl or diamond you cant get totodile with out cheats of if you trade it but if you have soul or heart you can choose to start with it
