Is silver sonics dad?
No. This is not possible sense silver was born in the future and sonic wasn't alive at that time. Silver was born from shadow and Amy (yes this is true) so it can't be possible for him to be sonics dad.

It depends on which sonic your talking about. In the comic they're still alive last i checked, but in the show it only talks about sonics mom who left sonic and his two siblings manic and sonia in three good homes. i forgot the reasoning, but i think she was still alive too.
