The only dragon non-members can fight outside is only during dragon slayer when you kill the evil elvarg the green dragon. but im not quite sure about what level you start seeing the green dragons

Baby Dragons do not fully mature into adulthood in RuneScape.All four chromatic dragons (green, blue, red and black) drop eggs that hatch a dragon hatchling. Metal dragons do not, nor does Elvarg. They're in the wilderness just east of clan wars. Note: they're members only. If you try to go to them f2p, they won't be there.

i don't know why jagex put dragons for member only that was there chocie i . a reason may be that stell and iron dragons or the king black dragon u can get a draconic visage which is used on a antifire shield to make a very powerfull shield that is members only
