No, Turles and Bardock are not brothers. According to the Manga adaption of Tree of Might Turles says he is a relative of Goku's. In the anime version he says that low class saiyans tend to look alike. If you go back and watch the Bardock special you'll know this if you look at the low class saiyans in the bar. They all look like other saiyans but with slightly different features. (The girl looks like Fashabut with blue-ish hair, a guy in the background looks a lot like raditz, a guy laughing at Bardock looks like Nappa and another looks like Shugash the fat guy on Bardock's team. Etc.) So if you wanna go by the Manga adaption then they are related but the movie came first so I'm gonna go by that. DBZ is pretty fickle....also has side effects like virginity till your late teens and uttering DBZ attacks while trying to take a galactic sized crap. I know from experience dude....so don't think too much into the series.
