the 493 heart scales have to be in a cheat.
1. find the pkm number on the national pokedex (eg. if you want bulbarsaur you want 1)
2. toss all but that many heart scale(for bulbasaur you would toss 492)
3.walk around in a place where wild Pokemon GO while holding down the L button
4.catch the Pokemon when they appear.
5. if you fail just keep on holding down the L button and you will face them again
