Turkey has to be removed from the bone before it can be ground. This is accomplished with cutting tools - like knives. During the deboning process, the cutting tools can also cut off pieces of bone which can end up in the ground meat.

The processors have to strike a happy medium where they get as much meat off the carcass as possible (yield), yet don't include an excessive amount of bone (quality, consumer complaints).
