In 2008 there were 68 three star places. See www.3starrestaurants.com for a full list. The Michelin guides actually come out over several months, from October to March, so the answer is a bit of a moving target until March. The 2009 results are almost in, with the France guide out today. There is then a "Main Cities of Europe" guide due in late march which covers main cities in Scandinavia and eastern Europe. In theory this could add more three star places, though up until now the highest rated place in Scandinavia is two star. Gordon Ramsay has 12 Michelin stars, as of this very moment. Royal Hospital Road- 3 Star, Pétrus- 1 Star (previously this was a 2 star but the Head Chef quit and they just got a Star back in January 2011), Maze 1- Star, Murano-1 Star, The London in NYC-2 Star, Conrad Tokyo-1 Star, The London West Hollywood-1 Star, Trianon Place- 2 Star. La Noisette had a Michelin Star but it is no longer open. Michelin can award and remove stars from a restaurant over time. Gordon Ramsay has had as many as 14 Michelin Stars.

It depends on how you think the stars are allocated. Michelin always say that the stars are allocated to the restaurant, for the food it serves, and not specifically to the chef. The maximum number of stars that any restaurant can receive is three. However, if a chef runs several restaurants (for example Joel Robuchon) then each of his restaurants can have a maximum of three stars, so it could be said that a chef has ten or fifteen stars, when all his restaurant stars are added together.
Michelin stars are awarded to restaurants, not chefs. Restaurants with Gordon Ramsay's name attached currently have seven Michelin stars total. Over the course of his career, though, he's had 16 stars across his 35 restaurants worldwide.Restaurants can gain or lose stars annually with each new edition of the Michelin Guide, a prestigious guidebook to the world's best restaurants (Ramsay himself compared receiving a Michelin star to winning an Oscar). The "Guide Michelin" is probably the most respected & trusted restaurant guide in the world, and certainly in Europe. Their people eat at restaurants without revealing who they are, and write a review. Together they decide which restaurants should get one or more stars. It is a BIG deal in restaurant land to get a Michelin star. If you are really utterly amazing you might even get 2 or 3 (which is the maximum). It's mainly but not just about the food though, atmosphere, service, decoration and even cutlery and flowers etc count towards the total picture of a restaurant. Recently the San Pellegrino list has been up and coming as well, they publish an annual top-100 of best restaurants in the world, currently topped by Noma in Denmark.
As of the 2012 Michelin guide there are only four 3 star restaurants in the UK region (From Britain to Ireland). Restaurants may be given awards by Michelin, James Beard, or Zagat. It may also be given recognition or a diploma/certificate by its town, city, or state. The more formal awards are given by the likes of Michelin and James Beard, such as a 1 out of 3 stars for excellent cuisine, or the title "Best New Restaurant of year XXXX".

They look for the layout of the food, taste - seasonings and flavourthey also look for is if the different flavours match.I know this because i used to be head chef in a 3 Michelin star resturant.
