Here is a fairly complete list (to the best of my memory) of the restaurants of the late, great, much-missed Golden Ring Mall:
On the upper level there was Roy Rogers (the fast food burger and chicken establishment, I believe that was near the Musicland/Sam Goody record store and the upper level movie theaters), Italian Delight (a sit down restaurant which was I think in the same general section as the Roy Rogers), and the Horn and Horn Cafeteria (which was probably located near the Cole's Books,laterchanged to Waldenbooks bookstore).
On the lower level, located near the front main entrance to the mall was Farrell's (a sit-down restaurant/ice-cream parlour that also sold old-fashioned penny candy in the front of the eatery) and Vittorio's Pizza (hope that name is absolutely correct, they had great pizza and were located near the Jean Nicole's and/or Ormond's clothing stores). In later years, an Auntie Anne's pretzel stand was added to the lower level, near the open middle section of the mall, where events used to be held, such as Santa Claus during the holiday season. Montgomery Wards also used to have a restaurant located within their store on the lower level until it was destroyed by a grease fire in the late 70's, early '80's. And, although not technically a restaurant, Herman's Bakery maintained a location in the lower level of Golden Ring as well, located near Farrell's, I believe until the mall's untimely closing.

Yes, There were arcades in Golden Ring Mall. I am currently researching something called StarPort, which was entertainment attraction located at Golden Ring Mall. Inside of Starport were several entertainment attractions including Sega City, Showscan, and other things that had to do with next-gen or virtual reality gaming United Artist Starport debuted somewhere between 1997-1999(I am not really sure. What I do know is that our starport (in Baltimore) was very similar to the Starport in Albuquerque, New Mexico. I will continue to research this topic and update this answer every time I learn something new.
No, Sega City was there from around 1997 or so until just before the mall shut down. It actually closed a few months before, when a lot of the stores started to close.
