Most of the time, yes. It depends on what time of day you go there and what time of year. In Oktoberfest (which is the German week for drinking beer and being merry) the streets are VERY crowded. Go around December time when the snow has forced people off the streets and you will get a GREAT view of the mountains. Hope this helped!
