It varies by brand, the higher the cost the higher percent alcohol (proof) it will be. However rum is usually about 35% alcohol (70 proof) and tequila is almost always 40% (80 proof).

The proof system in the the US is ABV * 2. So a strong liquor at 110 proof is 55% ABV.
Alcohol is measured in proof. 100% proof whiskey is 50% alcohol. Everclear is 95% alcohol.
90 proof = 45 % alcohol. A very strong drink indeed.

Hydrometers are commonly used to assess or determine actual proof of an alcoholic beverage. One half the proof is the alcohol content. For example, 80 proof whiskey is 40% alcohol. The alcohol conent in blood is measured by analyzing a sample of blood. More commonly, it is estimated (not measured) by using an alcohol breath testing machine, one brand of which is the Breathalyzer.

The strongest alcoholic drinks can have alcohol content ranging from 40% to over 90%. However, many commercially available strong alcoholic beverages like spirits typically range from 40-50% alcohol by volume (ABV).
