Rising the dough and cooking reduces bromate to bromide. The bromate is further reduced in your stomach, and is eliminated through your kidneys. So one certain side effect for humans is that it improves the quality of the bread made with it. It also does not make the bread taste sour. Oh, and if the person that makes the bread adds bromate and does not notify you of this, he can be fined in most countries, as the politicians assume that at least one in a million of us have the kidneys of a mutant rat and they don't want to lose that person's vote.
