Well, this depends on how much they eat. My family usually makes a 20lb turkey, and this year we had about 10 people... We made no ham =( but we had plenty left.... But 25 LB is good if you know they eat a LOT and if you want left overs. Ofc I know this is after the fact... But would want someone to answer all questions... Out dated or not =)

When calculating meat for a party, estimate 6 to 8 ounces per person. If you have one or more real big eaters estimate more for them. For 15 people a 7 pound ham would be plenty, more than that will be Sandwiches for later in the week.

5-7 lbs is safe to say, assuming that there are some people who do not eat pork at your gathering or whatever it is. If sliced thinly that ham can be used sparingly and still fill your guests up. What also matters is how you intend on using the ham.
