the standard equivalency is

1 cup (3/3 of a cup)=16 Tbs

1 Tbs=3 tsp

1 tsp=1/3 of a Tbs

now let's do the math to answer the question.:

1/3 cup [16 Tbs divided by 3]=5.3 tbs or 5 Tbs plus 1/3 of a Tbs.

since 1/3 of a Tbs = 1 tsp

then, 1/3 of a cup=5 Tbs plus 1 tsp

so 2/3 of a cup [1/3+1/3]=10 Tbs plus 2 tsp.

this applies to both dry and fluid measurements because cups and tablespoons are volume measures.

fluid oz however are a different story.
