It will depend on the weight and gender of the drinker and how fast it was consumed. For a 200 pound male, drinking the pint in a 3 hour period, it will take about 10 hours to legally drive and about 14 to be totally sober.

It really doesn't matter how long you haven't been drinking, but if you are back to drinking, then you are in the same spot you were seven years ago (whether you want to admit it or not). And yes, if you are sober, you can make choices. Just be ready to deal with the consequences!

Sobriety is a loaded word. When does your thinking fully clear from the damage of heavy drinking? Medically it takes a year and a half to two years for the brain of heavy drinker to repair itself. Most sober alcoholics notice their emotions are more stable and thinking is clearer around this time. The changes happen gradually. But after three months of not drinking they are noticeably better than they were after a week of sobriety. At a year of sobriety most have lost the craving for alcohol and the rates of drinking again drop enormously, though relapses happen. At 2 years of sobriety it is rare for an alcoholic to return to drinking.

If my memory serves me correctly, yes, but I'm not 100% positive.
If you want to be completely sober, you should abstain from drinking at least 1-2 days before getting tattooed. If a tattooist can tell that your drunk or high, they have the right to refuse to tattoo you (for their own health and safety) until you sober up. Alchohol can thin out your blood, if the tattooist peirces their gloves and has a cut in their hands then they could get an infection.
