By safely, I'm guessing you are concerned that the can could explode. The best place is probably the refrigerator, though that will take some time. The second best might be to let it slowly come up to room temperature. The freezing might have distorted the can and created some leaks, so watch for those.
You can't defrost frozen cola and keep the carbonation. Once soda has been frozen the carbonation is gone from it. If you like flat soda just leave it in the refrigerator on a lower shelf to defrost.
