Spices can indeed be infused with wine in the process. Generally this is done after the fermentation. Some wine snobs would frown on this practice, but I have had excellent results with spices.
Mead was made with barley, honey, spices, fruits, yeast, (it was closer to beer than wine!)

Alcohol for wine making is made through the process of Glucose (Sugar) and added yeast. There are products on the market which also make Liquors (15-20% Alcohol) using the same method.
