I think that's the point; Toopy and Binoo appeal to ALL children because they are not restricted by gender. It is meant, I think, to break the gender stereotypes and reinforce the idea that is normal for a little girl to want to play with tools or a little boy to play house-they are children and should be able to play whatever they want.
