He is "weird" because he has been portrayed to be a bit of a Pervert/ Sex Addict. All he seems to be doing is looking either some women or watching porno.

That is why he is so weird..

It all adds to the comedy of Family Guy IMO Simple one of the best Cartoons/comedys so far.
