Bill Weasley did appear in the movies, his role was just reduced. He only appears in Harry Potter and the Deathly Hallows and in a photograph in Harry Potter and the Prisoner of Azkaban.

No, Peeves is a poltergeist, an entity of chaos brought on by the strong emotions of so many magical teens and preteens living in close proximity to each other. He was never actually alive and was just born from chaos, so isn't technically a ghost, even if he resembles one.

He was scripted, cast and filmed for the first film but they cut him. Basically to save money and cut the time down. Shame peeves is funny.

Rik Mayall played the part of Peeves and was filmed for the first movie, Philosophers Stone, but it was cut in the final edit. Apart from that, he didn't make it into the moviers at all.
