Firstly, Katniss doesn't see Peeta in Mockingjay because he is captured by the Capital. They torture him and hijack into his memories.
However, he is returned to District 13, but Katniss still cannot see him without being supervised. When Peeta was tortured, he was made to think that Katniss was the enemy. Hence, when Katniss went in to see him for the first time in District 13, he tried to kill her. So Katniss doesn't see him at all, unless she is supervised.
Katniss doesnt get to see Peeta after the 74th Hunger Games for a while because the Capitol has planned a special reunion in public.
