She doesn't get to see Peeta because Peeta wants to kill her. Peeta was kidnapped by the Capitol and they used trackerjacker venom to corrupt the images of Katniss in Peeta's head so that when he sees her, he will try to kill her.

∙ 11y agoFirstly, Katniss doesn't see Peeta in Mockingjay because he is captured by the Capital. They torture him and hijack into his memories.
However, he is returned to District 13, but Katniss still cannot see him without being supervised. When Peeta was tortured, he was made to think that Katniss was the enemy. Hence, when Katniss went in to see him for the first time in District 13, he tried to kill her. So Katniss doesn't see him at all, unless she is supervised.
