I am not sure but she wrote the song about a man called Lüc Carl, a former boyfriend and maybe he was from Nebraska since in the lyrics she says,

He's probably from Nebraska and she calls him Nebraska because she doesn't want people to know, according to People magazine it's Lüc Carl who she's talking about and quoting what she said,
