I've often wondered this as well. As far as I know, there is no one really reason, other than the fact that it was just something creepy for him to say looking so horrible with the hooks in his face.
The saying itself is from the King James Bable. It comes from the story of Lazarus where Jesus wept before the tomb of his dead friend, Lazarus, and then resurrected him...so maybe it was some sort of foreshadowing that he would be resurrected and eternally damned in hell? Just my opinion.

Answer B.The quote comes from John:11 in the bible"When Mary reached the place where Jesus was and saw him, she fell at his feet and said, "Lord, if you had been here, my brother would not have died."
When Jesus saw her weeping, and the Jews who had come along with her also weeping, he was deeply moved in spirit and troubled. "Where have you laid him?" he asked.
"Come and see, Lord," they replied.
Jesus wept.
Then the Jews said, "See how he loved him!"
But some of them said, "Could not he who opened the eyes of the blind man have kept this man from dying?" "
However the line was not actually in the script, and when it was spoken on camera it was improvised.

Die Hard (1984) the villain Hans Grueber quotes plutarch before executing Mr. Nakatomi for refusing to disclose the codes to the safe.Actually it was a quote from Washington Irving, the 19th Century American novelist who wrote in Salmagundi:We are not in the situation of poor Alexander the Great, who wept, as well indeed he might, because there were no more worlds to conquer; for, to do justice to this queer, odd, rantipole city, and this whimsical country, there is matter enough in them to keep our risible muscles and our pens going until doomsday.Alexander actually never stopped conquering before his untimely death. Washington Irving also invented the myth that Columbus proved or discovered the world was round. Actually the first globe manufactured in Europe was created before Columbus sailed and the planet's shape was common knowledge. Although there are groups of people who still insist it is flat.
"Ralph wept for the end of innocence, the darkness of man's heart, and the fall through the air of the true, wise friend called Piggy." The Last line has two significant meanings: 1. Ralph cries at the end, because he realizes that he will never be the same again. His innocence and childhood were now all gone. 2. Ralph learns how evil and dark man can be. He realizes how in every man, there is always darkness in their heart.
The day has come, the day for which I've wept and prayed; The time to shout- my joy has now arrived; My son's come home- his face on the horizon, and My joy is full because he is alive- Alive! Alive! Alive! Rejoice! Rejoice! My son is coming home again, Rejoice! Rejoice! Go- kill the fatted calf; Rejoice! Rejoice! My son is coming home again, Rejoice! Rejoice! Rejoice on his behalf.
