My theory is that it shows the training progress of Konoha 11 and what's going on around the village while the Akatsuki is about to make their move three years later and Orochimaru hoping to take over Sasuke's body.

Actually the fillers only exists to create a gap between the current anime episode and the current manga chapter. Since the anime crew doesn't know what is going to happen in the manga before it is released they make up stories so they don't catch up.
