Cato hated Katniss personally because she scored higher than he did. The Career tributes train their whole lives to be in The Hunger Games so they expect a good score. Katniss trained next to none, and she got a better score than he did.

Katniss is strong, gets lots of attention for being "the girl on fire," gets the highest score, and is the tribute most likely to beat Cato. He's a career tribute who's been training for the Hunger Games his whole life and doesn't want a girl from District 12 to beat him.

Katniss thinks Cato has a special hatred for her because she not only outscored him in the private session with the Gamemakers, she also blew up his stash of supplies.
