In the book, it said that Effie Trinket was being tortured by the Capitol. So was the rest of Katniss and Peeta's Crew. However, we never learn what becomes of Effie Trinket because they don't mention her much the rest of the series except for when Katniss worries about what's happened to her. So, Suzzane ends the series with the mystery of whether Effie survived the torture or was killed in the process.

When Katniss gets back to their suite, she is extremely worried that she pulled such a horrible stunt, and 'offended' the Gamemaker's so much that she would get a very horrible score. Effie and Katniss' "team" is also concerned because the Gamemakers do not usually respect any deviations from how sessions normally go. Shooting at something so close to Capitol officials could've ended very poorly, but luckily they only saw the precision in her shooting.
