Because cardiac arrest means heart is not beating, which means brain is not getting blood. It is the brain that signals body to breath, however the brain needs blood and will die without it. However, there are some cases of cardiac arrest where person will have whats called agonal respirations. This is where they are gasping for air, this type of breathing is abnormal and inadequate to sustain life and is a sign of near death. Even though a person may be in cardiac arrest the brainstem is still functioning enough to realize the body doesn't have enough oxygen and is signalling body to breath. This is actually a good sign during a cardiac arrest because patients with agonal breathing have higher resuscitation rates.

Yes. Typically those in cardiac arrest will not be breathing. However it is possible for them to have whats called agonal respirations. This is an abnormal and inadequate form of breathing. With agonal respiration is where person sporadically gasp for air. With agonal respirations the body does not get near an adequate amount of oxygen to support life. What happens is brain stem realizes that body is not receiving adequate oxygen and is signalling for body to breath. If a person is unresponsive and does not have a pulse START CPR even if agonal respirations are present. People who have agonal respirations during cardiac arrest have a better chance of being brought back with CPR than those who don't. It is sign brain is still functioning.
