Why do groups in the hunger games form in the beginning when they know only one will survive?
You mean allies? Well they're not planning on killing each other. For example, Rue, Katniss would never kill her and she thought that someone else would, which someone else did, they don't plan on killing their ally, but if its them two in the end they go all rebellious and end up trying to kill each other. Though, I'm not sure what Katniss would've done if that had been Rue and her as the final two.
