Jack has a tattoo in New Moon the same reason the Edward has a Cullens bracelet on, because the people behind the movie wants to sell merchandise. The Quilette wolves didn't have any tattoos in the book and its just effect to make those that haven't read any of the book follow who belongs to which group.
