Minato himself. He seal himself in Naruto's stomach so incase in future if the seal is to be broken. He would appear in Naruto subconciousness. When the seal was about to break when Naruto was fighting Pein, Minato appear in Naruto's subconciousness and tell him everything.
They kept this secret from him to protect him from other villages and lands that were looking for the fox. They all did it in protection. It was also something the 4th hokage wanted. The 4th hokage's life was kept secret from a lot of people.
