Corbett was dropped after the fourth season because of a contract dispute between Universal Studios and Cherokee Productions (the producers of "The Rockford Files"). Cherokee was Garner's production company. Corbett was under contract to Universal at the time.
James Garner later got in a unrelated legal battle with Universal over profits for the series, but there isn't any indication that he and Corbett had any conflict with one another.
In the 1990s, "The Rockford Files" made 8 TV movies and Corbett appeared in some of them as Beth Davenport.

They stay on the computer, but the space they used is marked as being free to be used by other files. So as you create new files and save other files, they will start to use the space where the deleted files are, and eventually they will be completely overwritten. Because they are still there, this is why it is still possible to get some deleted files back if you try to do so soon after they are deleted. The more time you leave the more likely it is that the space they are in will be used by other files, making it impossible to get them back.
You can run this in a .bat file del "C:\Text Files\*.txt"
These are probably hidden or system files. This is perfectly normal, and no action should be needed. However, if you want to change this, Right-click on the folders (you may be able to do this one at a time) and select Properties. Then find checkboxes for Make Hidden, or System. If you uncheck the correct boxes, the bolders should apper normal. However, I suggest you leave them as they are.

This has nothing to do with devC++, it has to do with Windows file permissions. You clearly don't have the access level required to delete these files so you'd be best advised to leave them well alone or ask your supervisor to delete them for you.
Downloaded files always make a temp file in your computer, no matter you delete it or not there is always a way to recover it. So you can not download and copy files from a system without leaving a trace.
