Gale had a long history of mental illness, exacerbated by drug use, which he repeatedly refused treatment for. His own mother tried to get him help and was afraid of his potential for violence and self harm. Untreated mental illness led to his paranoid delusions and unfounded accusations/hostility towards people. But unless and until Gale was criminally violent towards someone, he could not be arrested, nor could he be forced to undergo a mental examination.
Gale did make claims that Pantera stole his lyrics, but the only person who could tell you precisely why he decided to kill people that night is dead, along with his victims.
