Who might win a possible WW3 is open to question. It would depend largely on who was in the war. Many people have assumed and built doctrines and written books on a coming war between the United States and Soviet Union. Now there is no more Soviet Union, so commonly held theories about WW3 have to be abandoned.

A full nuclear war called WW3 would have no winner. There would be only a big loser and a bigger loser. A 'limited' nuclear WW3 might have one nation dominant afterward, but most likely that nation would be one that was not party to the conflict. In that case, the world might be run by (for example) Brazil or India after a major war.
