I suppose that would depend on who you asked. If you asked the rebels if they feared Grievous, they would most likely say, "Who is that, you bantha crap?"
But, if you asked them if they feared Darth Vader, they would undoubtedly say, "Of course."
Based on skills alone, however, it is my opinion that Darth Vader-because of his Force abilities-would be more widely feared than General Grievous, who was a cyborg, and lacked Force abilities.
