No i would have to say Minerva McGonagall is the most powerful witch.The only reason Bellatrix defeated sirius was because sirius underestimated bellatrix. She took charge of the school during the battle of hogwarts, was hit by four stunners and survived, duelled with Snape and drove him from the school, and also duelled voldemort himself(alongside kingsley and slughorn) something that somebody else didnt dare to do. McGonagall is also the transfiguration queen and has also shown her ability to use the unforgivable curses with the carrows. Also she was second only to dumbledore on the good side and has more expierence than bellatrix. My bet would go with Minerva McGonagall.

The most powerful witch (or girl wizard) is Bellatrix Lestrange. She is a death eater, is in Voldamort's inner circle, has the dark mark tatoo, and is Voldamorts favorite. She keeps one of his horcruxes in her bank and has killed Sirius and tortured Nevile Longbottom's parents into complete torture and they live at St. Mugos hospital.
