I'm not a 100% sure but I think it was Mel Phillips. Whenever I look up his name, I can't find an official picture confirming it's him. But Mel Phillips was really a WWF ring announcer. The reason why I think he's the one is because Gorilla Monsoon would say before a match: "Let's go to ringside; here's Phil".
