If you meant the valley in the first arena - opposite the forest - then the answer is, Thresh. The male tribute from District 11. He hid there for most of the Games and only came out for the feast, where he killed Clove. Then Cato went and found him there.

In the 74th annual Hunger Games the tributes from district one were Marvel and Glimmer. They were both killed in The Hunger Games. Marvel was killed by an arrow in the neck by Katniss because Marvel hit Katniss's ally, Rue from district twelve in the stomach with a spear and Katniss shot him with her arrows. Glimmer died by tracker jackers, poisonous wasps that cause extreme hallucinations and searing pain and sometimes in huge cases, death, because Katniss dropped a tracker jacker nest down on her and other tributes to escape from them. It was originally Rue's idea about the nest. In the 75th annual Hunger Games the tributes from district one were Gloss and Cashmere.
