If you machine is new and still under warranty, check where you purchased it or on the Singer webpage at singer.com for authorized repair centers. If it's out of warranty, check in your local yellow pages or on the web for a sewing machine repair center. This is for folks inside the USA. Outside of there, I would guess you would still check with who you purchased it from if new or with Singer for an authorized repair center. I don't know what phone book sections that list types of business are called in other countries (they are the yellow pages or yellow book in the US) but check there or on the web.
