It was Concrete Blonde. the lead singer Johnette Napolitano wrote it about Marc Moreland from Wall of voodoo. He died of liver failure probably from his excessive drinking. So to answer your question. Since Concrete blonde wrote it I would assume they also were the first to record it.
In my opinion, Joey is about a dysfunctional, yet very real, broken relationship between two 'lost' souls (perhaps not the best term, but nonetheless not intended as a judgment). The first person narrative offers compassion, forgiveness, and love to Joey, who appears to be a drug addict or drunk lost in an egoic battle with self. Or not.
Actually it's a bit more simple than the above answer. The song Joey is about a guy who's bad alcoholic. His girlfriend sees what it's doing to him and the people who loves him, but he does not, but she loves him nonetheless. The Alcoholism is what she is referring to as his "secret war." ~roger1969~
