Actually the character of Frank James (Jesse James' brother) appears in the final scene at the Wild West Show when she is looking for Rooster. Maddie calls him trash because he doesn't stand up in the presence of a lady.
When I googled it, it stated that Maddie speaks with Cole Younger and Frank James at the end of the movie. The banner states the Wild West Show featuring Cole Younger and Frank James. I am not sure why the character and actor do not appear in the credits.
'Cole Younger' was played by Don Pirl. 'Frank James' did not speak any lines and that may be why he's not in the credits.
