Clemence Poesy is the actress portraying Fleur Delacour
After watching Behind the Scenes footage (available in Special Features - Goblet of Fire DVD), I discovered that Clemence Poesy would appear to either be half English or have lived in England and spoken English for quite some time as her French accent is far less pronounced in real life. just a little background info :)
