The boulder which hit Piggy with a glancing blow and knocked him off the cliff was set in motion by Roger. Roger pushed the lever, which was wedged under the rock, and caused it to tumble from the top of castle rock.
He begins by throwing a stone at Samneric but aims to miss. With this act, "some source of power began to pulse in Roger's body." (Pg. 175) He then throws rocks at Piggy and Ralph. In an instant he purposely dislodges the large rock that kills Piggy and, finally, he throws a spear at Ralph.
Piggy is smashed by a boulder at Castle Rock. Roger rolls the boulder down and kills Piggy.
It was Roger who had leaned all of his weight on the lever which made the red boulder go crashing down to where Piggy was which killed him.

When Piggy was hit by the rock, he was holding the conch, so it was also destroyed. At the scene where he was killed it says, "the conch exploded into a thousand white fragments and ceased to exist."
