Roger Menees. He recently beat Tim Storms' record for singing the lowest not ever recorded but Tim Storms still has the record for widest vocal range. Roger's record was official in may 2010 I think, but he recorded it in February 2010 ... Im not sure exactly but it's around that time. Here's a video:

The lowest possible voice is the basso profondo, which is even lower than a regular bass.
