Takano Miyo, she's the mastermind of the events taking place in Hinamizawa who wants to murder Rika so she can prove her grandfather's research.
if you mean the anime/manga series, it varies on each arc. sometimes it's Shion, sometimes it's Rena. anything else, i don't know.
