It might depends on how exactly you're defining "super hero".Sheena Queen of the Jungle was the first female comic book character with her own title in 1937. She has the ability to communicate with animals & was proficient in various weapons but didn't have what could be considered "super powers".Bulletgirl was created in 1940 & had super strength & intelligence. She wears a helmet that gives her the ability to deflect bullets & fly.
