There isn't really either. The main character is Roxie Hart, but she really isn't a heroine, because she lies. The antagonist would either be Billy Flynn, or Matron "Mama" Morton, but again it's debatable, because every character is in a way a villain.

Dorothy Gale is the protagonist and the Wicked Witch of the West is the antagonist in "The Wizard of Oz."

The protagonist is the main character about and around whom the action of the story takes place. The antagonist represents the main person who gets in the way of the actions of the protagonist. So in dramatic terms, the protagonist is seen as the hero or heroine and the antagonist as the villain.

In both the original 1900 book edition and in the beloved 1939 movie version, everything that happens in the beautiful, enchanted, magical land of Oz is in response to Dorothy's having been dropped in Munchkinland as a result of a cyclone in Kansas. Likewise, everything that Dorothy does relates ultimately to her attempt to find her way back to Kansas. In that quest, the main obstacle is the Wicked Witch of the West, who covets the magic slippers that the Good Witch gives to Dorothy and that the Wicked Witch believes to be hers.
