It's Rakim. The best rapper of all time, Rakim influenced every MC who debuted after him, and rappers who were around before him either changed or became redundant.

Here's why:

Ra (The 18th Letter, The God MC) had a totally new style of rapping. Rather than rhyming in simple couplets, The R introduced internal rhyme (that is, rhyming several times within the same line). He also created flow, where the cadences melded together smoothly over the melody. He used complex metaphors with multiple meanings and poetic devices such as juxtaposition to get his message across (ironically, he rapped about rapping).

He is also known for injecting a jazzy, improvisational and melodic style and approach into hip hop. Being a Saxophone player, he often used jazz structure in his music, and a loose approach. (This was dragged in significantly as his lyrics eventually became more spiritual, violent and aggressive; however, he still maintains a stylistic approach to his music.)
