The United States had just successfully concluded the Quasi War with France (1798-1800), also to protect the merchant marine. This had been an undeclared naval war. The Pasha formally declared war. President Jefferson and the Republicans were in the process of disbanding the fledgling United States Navy and laying up or selling the vessels when The Pasha had the bad timing of declaring war. He in effect saved the U.S, Naby from destruction.
