We will never know for sure as it is never mentioned in the film or book. She was one of the only characters (alongside president Snow) that was alive when the games first started. She won one of the first Hunger Games, but it could be anywhere up to the 13th annual Hunger Games if the rules were the same. She may have hidden like the morphlings or fought, but she would never take part in any of the bloodbaths as she is not built very strongly so she would be dead if she had. She seemed vary clever, almost like Foxface but we naturally warm to her instead of feel Katniss' hostility towards Foxface. It is mentioned that she fights using hooks and awls.

∙ 10y agoWhy did she end up in the Games? Because she volunteered in place of Annie Cresta. Annie went crazy after she won because she witnessed the male tribute from her district being beheaded right in front of her. She and Finnick are strongly in love and Mags volunteered in order to save Annie
